# Pilot and evaluation, original annotated protocol template

**DRAFT / NOT EXECUTED · NONBINDING · version 0.1**

This is a proposed protocol, not evidence of participants, outcomes, ethics approval, legal sufficiency, or executed contracts. No signatures or account creation are requested. Start with one service in one sector, using fictional or already authorized low-risk materials.

## Required cover record

- **Pilot/version/sources:** [REQUIRED: identifier, upstream/local revision, source IDs, check dates and preregistration location].
- **Sector, locality and jurisdiction:** [REQUIRED: selected adapter, participants' locations, governing-law analysis].
- **Founders, customers, services and funding:** [REQUIRED: prospective founding/hosting institutions, customer and payer segments, contracted service, demand evidence, revenue/funding mechanism, startup versus recurring costs, renewal assumptions and funded runway].
- **Authority:** [REQUIRED: principal delegations, community authority, purchasing limits and evidence custodian].
- **Rights:** [REQUIRED: permitted materials/purposes, refusals, privacy basis, accessibility and safeguarding].
- **Appeal:** [REQUIRED: funded independent route, accessible contacts, response times and remedies].
- **Exit:** [REQUIRED: independent stop authority, suspension procedure, transition reserve and custody owner].
- **Approvals:** **not-reviewed**, [REQUIRED: competent reviewers, evidence, dates, conditions and expiry].
- **Evaluation independence:** [REQUIRED: evaluator, conflicts, protected budget and right to publish negative findings].

## 1. Fork/adapt/federate/create-new decision matrix

| Choice | Required evidence | Decision and approval |
| --- | --- | --- |
| Fork documents only | Need for adapted protocol, license/version record | [REQUIRED] |
| Adapt existing organization | Existing capacity, legitimacy, gap and change feasibility | [REQUIRED] |
| Federate | Benefits over independent delivery, nonexclusive scoped delegations | [REQUIRED] |
| Create new | Inadequacy of alternatives, lawful form, constituency and sustainable budget | [REQUIRED] |
| Stop/defer | Missing authority, rights, money, safeguards or baseline | [REQUIRED] |

Document alternatives rather than measuring success by the number of new organizations. Do not enroll real participants while essential reviews remain **not-reviewed**.

## 2. Preregister hypotheses and comparator

**Proposed primary hypothesis:** By day 180, quality-adjusted total cost is at least 10% below a documented comparable alternative, with no rights-floor, service-quality or access deterioration. This is an illustrative proposed threshold, not an observed saving or universal requirement. Record local justification and any changed threshold before supplier selection: [REQUIRED].

**Agency hypothesis:** At least 90% of participating adults correctly explain the permitted purpose, refusal option, effective withdrawal rule and surviving open licenses. Define accessible teach-back questions, sampling and treatment of missing responses [REQUIRED]. Design separate age-appropriate safeguarding measures if minors participate; do not treat adult comprehension as proxy consent for children.

Specify comparator [REQUIRED: credible noncollective offer or matched prior service], identical service basket [REQUIRED], quality weights [REQUIRED], time horizon [REQUIRED], enrollment/attrition [REQUIRED], and analysis plan [REQUIRED]. Report confidence/uncertainty where supportable; no causal claim follows from an uncontrolled small sample. If no credible comparator exists, label savings **untested**.

## 3. Operational, risk and cost measurement

| Metric | Definition and evidence | Frequency/owner/threshold |
| --- | --- | --- |
| Quality-adjusted total cost | Supplier cost + legal + assurance + operator + payment fees + member time + accessibility + transition + exit provisioning, divided by delivered quality-adjusted service units | [REQUIRED: common units, weights, currency, evaluator] |
| Net saving | (Comparable baseline total cost − pilot total cost) / baseline total cost, using matched quality-adjusted units | [REQUIRED: positive denominator, comparability evidence, uncertainty] |
| Grants and subsidies | Separate one-time startup support and recurring subsidy from real resource costs and participant out-of-pocket cost | [REQUIRED: payer, restrictions, duration] |
| Service quality | Availability, completion, accessibility, error rate and remedy time | [REQUIRED: measurement windows, independent check] |
| Operational burden | Staff/member hours, support contacts, delayed service and switching time | [REQUIRED: collection method and inclusion costs] |
| Authority coverage | Verified active mandates / all activities requiring mandates | [REQUIRED: 100% for applicable activity; defects trigger hold] |
| Comprehension and withdrawal | Teach-back results; notice-to-effective-stop and downstream acknowledgment time | [REQUIRED: sample, missingness, maximum durations] |
| Rights and safety | Severity-classified incidents, unauthorized reuse, source/privacy exposure, minors/community concerns | [REQUIRED: immediate serious-harm stop; incident adjudicator] |
| Benefit distribution | Payments, service gains and commons support by relevant groups; refusal/exclusion rate | [REQUIRED: privacy-preserving categories and equity threshold] |
| Complaints and appeal | Filed/resolved/escalated, response time, remedy delivered and retaliation reports | [REQUIRED: funded route, safe reporting, unresolved-case handling] |
| Funds and resilience | Earmarked balances, reconciliation errors, payment failure rate, reserve/runway and exit cost | [REQUIRED: accountable finance reviewer and minimum reserves] |

Keep raw private records restricted. Publish methods, redacted aggregate outcomes, protocol versions, denominator definitions, adverse events and negative findings. Never publish source identities, student records or sensitive community material as “open evaluation data.”

## 4. Preflight, before day 1

- [ ] Charter decision gate completed; no effective organization duplicated without evidence.
- [ ] Scoped procurement, contributor agency, independent stewardship, operator, assurance and regulated-payment responsibilities allocated.
- [ ] Jurisdiction/legal form, competition, rights, privacy, member governance, community authority, safeguarding, payments/tax and assurance approvals evidenced; all start **not-reviewed**.
- [ ] Source versions, reviewer competence, conditional approvals, expiry and re-review triggers recorded.
- [ ] Mandates are nonexclusive, purpose-limited, portable where lawful, understandable and withdrawable prospectively.
- [ ] Already open knowledge cannot be enclosed or retrospectively charged royalties; paid services/new permissions/voluntary covenants remain distinct.
- [ ] Complaint and appeal budget, accessibility support, earmarked accounts, member liabilities and exit reserve documented.
- [ ] Independent stop authority and protected negative-results publication rights established.
- [ ] Comparator, cost assumptions, outcomes, thresholds and sample plan preregistered.
- [ ] Customer demand, payer authority, service scope and funding commitments evidenced; recurring viability and renewal thresholds set before launch.
- [ ] Rights-safe fictional/synthetic drill completed before live records are considered.

## 5. 90-day gate checklist, feasibility, not growth permission

- [ ] Every live activity has verified authority; rights and approvals remain current.
- [ ] Withdrawal drill confirms timestamp, blocked new commitments, contract-specific surviving duties and notifications; no CC revocation is promised.
- [ ] Restricted-funds ledger reconciles to provider/account records; no unexplained shortfall.
- [ ] Independent appeal is accessible and funded; serious complaints are resolved or affected activity remains paused.
- [ ] Service quality, cost collection, inclusion, refusal and comprehension evidence is available.
- [ ] No serious unresolved privacy, source, safeguarding or community-authority incident exists.
- [ ] Exit/succession exercise demonstrates authorized records can move without collateral disclosure.
- [ ] Independent reviewer records **continue bounded / remediate while paused / stop** with reasons, evidence and dissent.

**Annotation:** A failed check blocks expansion. Set remediation owner, budget and deadline [REQUIRED]; missed deadlines trigger the approved wind-down route, not automatic continuation.

## 6. 180-day gate checklist, hypothesis decision

- [ ] Publish baseline versus observed quality-adjusted total cost, including all administration and exit costs.
- [ ] Separate participant price reductions from subsidies and actual resource savings.
- [ ] Report sample size, exclusions, attrition, missingness, confidence limitations and subgroup distribution.
- [ ] Report rights incidents, complaints, appeal outcomes, source protection, community acceptance and access effects.
- [ ] Report comprehension and actual withdrawal/portability performance.
- [ ] Confirm recurring finance, earmarked balances, operator capability and funded exit; compare actual service costs, revenue/funding and renewal evidence with the preregistered viability thresholds.
- [ ] Classify each hypothesis **supported within pilot / not supported / untested**, never infer success from absent evidence.
- [ ] Independent reviewer and legitimate governing bodies choose **maintain bounded / expand after new review / redesign / wind down**.

Expansion requires renewed approvals, maintained rights/access/quality, credible economics and constituency authorization. Failure of the savings threshold blocks expansion under the savings claim. A separate public-benefit subsidy needs a transparent mandate, funder, time limit and evaluation; it is not relabeled savings.

## 7. Immediate stop, appeal and continuity

Suspend affected activity immediately for invalid authority, unlawful price coordination, serious confidentiality/source exposure, unresolved safeguarding or contested sensitive community use. Quarantine affected records, preserve necessary evidence, provide legally required notices and fund remedies. The operator cannot overrule the independent stop authority.

Appeals must not restart dangerous activity pending determination. Record case owner, response deadline, review independence and available external remedies [REQUIRED]. Distinguish suspension of new transactions from obligations to maintain essential services and honor valid existing contracts.

For exit, notify principals and counterparties, prohibit new commitments, settle lawful liabilities, transfer only authorized records to a qualified successor, and return eligible restricted balances under their terms. Preserve already open outputs and required records with the designated custodian. Publish a redacted learning report even if the pilot fails.

## 8. Evidence and approvals record

For each gate retain [REQUIRED: dated decision, reviewer role/competence, authority evidence, rights findings, conflicts, conditions, expiry, appeal route and source version]. Status remains **not-reviewed** until a real competent review is recorded in the local adaptation. This template is never approval evidence by itself.
