Mr. Special Adviser, the Republic of Cyprus welcomes these talks and thanks the United Nations. Let us be clear from the outset: the Republic of Cyprus already exists, is a sovereign EU member state, and is internationally recognized. UN Security Council Resolution 541 declared the so-called TRNC legally invalid. Our goal is reunification: a single sovereignty, single citizenship, and single international personality within a bizonal, bicommunal federation governed by a strong central government under a popularly elected presidency. We reject any 'virgin birth' that dissolves our state into two equal entities. Our priorities are demilitarization, withdrawal of foreign troops and settlers, return of Varosha, and property justice for the displaced, all conforming to the EU acquis and human rights. We approach in good faith and seek partnership with Greece, our EU partners, the United Kingdom, and the United States. Peace is possible on lawful foundations.

The Turkish Cypriot delegation comes to this table constructively, but on one foundation: the political equality of two peoples. Half a century of failed federations, from the collapse of 2004 to Crans-Montana in 2017, teaches one lesson. No durable settlement can graft our community onto the existing Greek-Cypriot-run Republic. We therefore anchor on a genuinely new partnership of two equal founding states, a light central architecture confined to a handful of shared institutions, and the enduring security guarantees our people have relied upon since 1960. On the ground, we seek to end the economic isolation of Turkish Cypriots: implement the Direct Trade Regulation and open Famagusta under international supervision. We are prepared to discuss Varosha's redevelopment, property, and confidence measures once equality is affirmed. We coordinate closely with Turkiye and welcome the constructive engagement of the United Kingdom and United States.

Greece comes as guarantor of legality, not of division. Our starting point is settled law: UN Security Council Resolution 541 declared the entity in the north legally invalid, and the Republic of Cyprus, a sovereign UN and EU member, already exists with a single, continuous international personality. Any settlement must integrate the occupied areas into that Republic. We reject two-state 'sovereign equality' and the 'virgin birth' concept outright. Let us be candid: the status quo has for decades entrenched Greek Cypriot political and economic dominance, and any durable settlement must correct that. Our headline priorities are three. First, political equality: a single nation is conceivable only if it rests on two strong, equal constituent states with a light central government, born fresh rather than inherited from a Republic that does not represent us. Second, security: the 1960 guarantee and alliance arrangements must be preserved absent an acceptable replacement. Third, an end to the unjust isolation of Turkish Cypriots, including direct trade. We favor practical steps, including generous redevelopment offers for Varosha and opening Famagusta port under international supervision. We look to the UK and US as constructive partners. We negotiate in good faith, but not from weakness.
